TECHNICAL REGULATIONS

1.       ORGANISERS

i.                     The organizers are FIDE, Global Chess BV, WCCC, Türkiye İş Bankası and Turkish Chess Federation.

ii.                    Main sponsor of the Tournament is Türkiye İş Bankası - ‘Isbank'.

2.        SYSTEM  AND  RATE OF PLAY

i.                     The tournament will be played using the Round Robin System with 11 rounds.

ii.                    The rate of play will be 90 minutes for the first 40 moves followed by 30 minutes for the rest of the game with an addition of 30 seconds per move starting from move one.

3.       RANKING AND TIE BREAK SYSTEM

i.                     The final ranking order of the players is determined by the number of points scored.

ii.                    If two or more players tie for first place, the tie to decide the awarding of the trophies will be broken (in descending order) by:

a.       Direct Encounter,

b.       Sonneborn-Berger(with real points),

c.        Score Koya System.

iii.                  The players in the same point groups will share money prizes and GP points.

4.       APPEALS AND APPEALS COMMITTEE

i.                     All protests must be submitted in writing to the Appeals Committee not more than two hours after the        relevant playing session, or the particular infringement complained against.

ii.                    Chairman of the Appeals Committee is FIDE Dep. Pr. Mr. Georgios Makropoulos. For the other 2 spots, two players and two reserves will be chosen during the Players' meeting.

iii.                  Please refer for details to general Grand Prix Regulations in the Appendix A (Article 14.)

Before every round there will be a shuttle service from Hotel to Venue. Schedule of the shuttle services will be announced due in time.

 

6.       SCHEDULE

The İş Bankası Atatürk  FIDE International Women Grand Prix Tournament will start on the 05th of March 2009 (arrival) and will finish on 20th March 2009 (departure).

7.       PRIZE FUND

The total Prize Fund for the İş Bankası - Atatürk International Women Masters Chess Tournament will be Euros €60,000, to be awarded as follows:

All prizes are tax exempted in Turkey. National tax occurs in players' origin country is their            responsibility. The top three players shall also be awarded with trophies.

8.       ADDITIONAL REGULATIONS

i.                     Article 10.2 of the Laws of Chess is not valid.

ii.                    Analyzing is not allowed in the playing hall. 

iii.                  Flashes may be used only in the first fifteen minutes of the games.

iv.                  In case of pre-arranged games both players will be penalized.

v.                    We assume that all the players have read these Technical Regulations and the general Grand Prix Regulations in the Appendix A, and are obliged to obey them.
